as arranged by the dsic party committee’s overall proposal of studies and education on the theoretical and practical issues of party building, and combined with new situations and new problems encountered in recent development of dsic, party secretary and chairman liu zheng gave all middle management a special party lecture entitled as “seize general trend, act initiatively, be a qualified party member under new normal of dsic reform and development” with profound thought, plentiful content and vivid words on oct. 9.
in his party lecture, liu focused on complex economic situations home and abroad, influence of deep rooted problems in the reform and development of state-run enterprises, new situations and new problems encountered by dsic in quality and efficiency advancement, civil-military integration, institutional reform, resources reassignment and personnel turnover. lay a solid foundation for studies and education on the theoretical and practical issues of party building, and have a foothold on the post to be a qualified party member; preserve in full implementation of eight rules spirit and new requirements for strengthening party self-disciplines; push supply-side reform and take off capacity actively and initiatively, and consolidate the section fabrication departments stably and orderly; with a high sense of political duty and sense of mission, strongly push deep development of civil-military integration; taking the promotion of design institute as an opportunity, fully promote consolidation and improvement of design capability for both military and civil products in dsic; stick to being proactive and dare to play, always put the work style construction into six aspects of practical work from beginning to end, and systematically and profoundly expound the understanding and thought on how to be a qualified party member, promote party spirit and sharpen awareness of responsibility under new normal of reform and development.
liu pointed out, it is a powerful action for dsic to consolidate and restructure the steel processing and section fabrication, relevant staff and assets for implementation of supply-side structural reform of the central government and active and initiative de-capacity. the new section fabrication department is expected to take steady operation as top priority to ensure such consolidation and restructuring to carry forward smoothly and orderly. do well in staff integration, operation consolidation and assets consolidation.
liu pointed out, strongly push the civil-military integration into deep development. powerfully push talent integration. break the relatively closed framework so as to fill into the line of military projects with excellent talents in design, production and management; optimize allocation of resources to keep the priority of military projects, and improve the institutional setup to create favorable conditions for military production; push construction of military industrial culture, lea by the spirit of aircraft carrier construction, expand the connotation of dsic’s military industrial culture so as to set a root in all staff; enhance innovation drive to further deepen civil-military technical integration; firmly set up an idea of military projects above all; intensify political awareness, duty awareness and quality awareness.
liu pointed out, to meet the developing demand of dsic’s five major industries, implement the idea of military projects above all and strengthen design power for military projects, dsic intends to promote the former design house to a design institute. such promotion is not just in form, but match its design capability accordingly, and constantly consolidate and raise its design capability, for which there are targets and measures in terms of basic scientific research, technical development, technology and equipment, 3d visual design and smart manufacture, guided by dsic’s 13th five-year plan. implement the spirit of chairman hu wenming’s speech at the csic scientific and technical innovation meeting, where the design institute should play the leading role in scientific and technical innovations and make a contribution to turning dsic into a leading shipbuilding enterprise, driven by innovation, with five major industries in parallel development, leading domestic and first class in the world.
liu pointed out, strengthen comprehensive budget management, especially under the circumstance of uneven production load in 2017, to persist in macro grasp, make overall plan and take all factors into consideration, and deal with each case in a different way. strengthen management on energy zoning measurement, positively investigate and improve its assessment, strictly control indicators for energy-saving assessment, try every effort to lower energy consumption and put cost decrease and benefit increase into practice. focus on improving employees’ life happiness index, safeguard their welfare and remuneration, and care for the growth of each employee so as to enable him put his heart into post in a joyful mood and make a full use of his working hours to finish various production tasks effectively.
liu stressed, despite of severe market terrain, there are still opportunities in crisis and breakthroughs in difficulties. dsic now has a fruitful orderbook and heavy missions of military projects, which has offered us a thick cotton-padded jacket to go through the shipbuilding winter safely. time flies and now it is the 4th quarter this year. during the first three quarters, dsic has accomplished the gross industrial output value of 19.5 billion yuan with 14 vessels delivered, and the tasks and targets drawn up at the beginning of this year have been realized as scheduled. each unit is expected to make constant efforts in the 4th quarter so as to ensure all tasks and targets in 2016 to be fully achieved as a good start of the 13th five-year plan.
