on june 1, china state shipbuilding corporation limited (cssc) held its first strategic work meeting and officially released the strategic outline for high-quality development of cssc (hereinafter referred to as the strategic outline). lei fanpei, secretary of the party organization and chairman of cssc, attended the meeting and made a speech entitled to build a world-class shipbuilding group in an all-round way under the guidance of general secretary xi jinping's important instructions. yang jincheng, deputy secretary of the party organization and general manager of cssc presided over the meeting and conveyed the important instructions of the central leadership and the leaders of relevant ministries and commissions. the outside directors and party member attended the meeting. qian jianping, deputy general manager, preached the strategic outline.
the strategic outline consists of five parts: “guiding ideology and development strategy”, “corporate mission and strategic objectives”, “industrial direction and control mode”, “strategic measures”, and “organization and implementation”. according to the strategic outline, the corporate mission of cssc is to "lead the industry development, support the national defense construction, and serve national strategy ". the industrial direction is "marine defence equipment industry, marine engineering equipment industry, science and technology application industry, and marine service industry". the strategic objective is to "build a world-class shipbuilding group with reasonable industrial structure, leading quality and efficiency, outstanding military core, and great international competitiveness ".
the meeting pointed out that the important instructions of general secretary xi jinping have pointed out the development direction, set the goals and main tasks for cssc, and are the fundamental guidelines for building a world-class shipbuilding group. all staff of cssc should further implement the spirit of the important instructions, with a high degree of consciousness and strong bear, strengthen "four consciousness", firm "four self-confidence", resolutely maintain "two maintenance", and consciously take the important directive spirit throughout the whole process to build a world-class shipbuilding group in various aspects, to ensure that the group always follows the direction guided by general secretary xi jinping.
the meeting stressed that a deep understanding and accurate grasp of the situation is an important basis and prerequisite for planning and promoting the construction of a world-class shipbuilding group. we should have a clear understanding of the macro situation, have a deep understanding of the development of marine science, technology and economy, accurately grasp the industrial development situation of our group, constantly strengthen the strategic coordination of promoting the high-quality development, constantly enhance the initiative and effectiveness of active response, and promote the development and growth of the main industry. we should clearly grasp and further study the major problems and weak links existing in promoting the high-quality development, conscientiously look for gaps in the world-class standards, accelerate the resolution of problems and strengthen weak links, so as to lay a solid foundation for building a world-class shipbuilding group.
the meeting stressed the need to fully grasp the core requirements of the strategic outline and promote its implementation in a pragmatic manner. all cssc headquarter departments and member units should earnestly study, thoroughly understand the connotation and essence of the strategic outline, so that the outline will become a platform and action guide to unify thinking, increase cohesion, inspire morale and guide the development. it is necessary to study carefully and formulate relevant strategic plans based on each department's business field and actual development, and combine the upper and lower levels for overall implementation. we need to take a long-term view, work in the present, keep a tight schedule, firmly establish the idea of "tight days", strive to accomplish all the targets and tasks for this year, and make a good start for the implementation of the strategy outline.
