on august 5, dsic has held the 2nd session of the 7th workers (members) congress successfully.
on the congress, dsic gm yu fengping has delivered a work report under the title of “seek for innovation & change and improve quality & effectiveness to fully accomplish various yearly work tasks” and a report on dsic safety production status in the1st half year of 2015. dsic chairman and party secretary liu zheng also made an important speech.
the report has comprehensively reviewed the dsic achievements achieved in the 1st half year, during which, dsic has further implemented the spirits of the 16th csic working conference, persisted in the reform and innovation, restructuring, benchmarking promotion, and cost saving and benefit increasing to have made new progress on various works.
in his report, he has made an objective analysis on the position and challenge dsic will have to face, and defined the major production & business target and key work in the second half year: 1. to ensure the military production under smooth promotion; 2. to accomplish the defined periodic target in the “3 1” work; 3. to achieve a new breakthrough in the business; 4. to create the conditions for business in the development of new products; 5. to boost and regulate the production management focusing on enhancing productivity; 6. to pay high attention to and conduct tight control on the quality work; 7. to conduct a strict implementation so as to boost the level of safety management; 8. to make innovative thinking to carry forward the cost saving and benefit increasing; 9. to seize the opportunity so as to further promote the industrial restructuring; 10. to conduct innovation management so as to consolidate various basic managements.
it stresses in his report that the future development is full of challenges. therefore, various units under dsic should actively implement the spirits of the csic party-building working conference and economic operating analysis conference in the 1st half year, proceed with confidence, and forge ahead with determination so as to fully accomplish the yearly work tasks and make greater contribution to building csic as an innovative enterprise group with civil-military integration, leading technology and industry and finance integration.
liu zheng also stresses in his speech, in the 1st half year, dsic has made certain achievements, especially for the breakthrough in the business of merchant vessels. however, we should realize that, there still exist evident deficiencies in the production efficiency, quality control and cost control, even falling behind the level of private shipyards in building period and cost for the individual products. we should pay sufficient attention to those, sharpen our crisis awareness and sense of urgency, cheer up and unite in a concerted effort to ensure the yearly target and task to accomplish. as for the work in the 2nd half year, he puts forward the requirements in five aspects: 1. to implement the requirements of csic party-building working conference seriously, firmly hold the general direction of cpc political leadership in the state-owned enterprises, persist in the reform and innovation, and drive the sustainable and healthy development of dsic with new party-building achievements; 2. to pay much attention to implementation of various works and enhance various risk management and control so as to ensure the yearly target and task to accomplish; 3. to take the improvement of quality and effectiveness as a firm grip of core competence enhancement and implement it accordingly with a “strict” attitude and “steady” activity, in combination with the special education of “three stricts and three steadies” in process; 4. to map out the 13th five-year development positively; 5. to strengthen the party-masses construction with an innovative thinking.
